The Ministry of Aliyah and Integration in Israel requires individuals to fill out a form to check their eligibility for Israeli nationality. They must attach required documents, such as a passport photo, and provide updates on benefits and issue certificates. Israeli newborns must be registered at the local office of Misrad Hapnim (Ministry of the Interior) or at the Israeli consulate if born abroad. Persons with new-immigrant status are entitled to special assistance granted to new immigrants by government ministries and other bodies.
From Nov 2024, people who undergo Shinui Ma’amad – Aliyah from within Israel will be asked to submit an application to change their status from tourist to new immigrant. The Interior Ministry will check whether more than a year has passed since the adoption, and if not, the adopting parent must prove the sincerity of the adoption.
The Aliyah process is technically complete, but some legal requirements still need attention, including scheduling a meeting with the Ministry of Interior. The Ministry of Aliyah and Integration provides assistance to immigrants and returning residents, establishes policies and procedures, and allocates budget aid.
For those who have resided abroad for more than two years, a request to check eligibility for the status of returning resident (Toshav Chozer) can be made. Upon submission of the application, individuals will receive access to a personal web page to track their Aliyah file status.
The Ministry of Interior has specific conditions for making Aliyah based on conversion, which must take place in a recognized Jewish community. After receiving and reviewing the documents, an Aliyah eligibility interview must be conducted.
