From my experience farming plans for over 300 hours: there’s no cool down on greens. if you get a blue plan there is exactly a 30min cool down on them. I know this from testing with a timer and because the only way you’ll get white furnishing plans is if you hit a cool down you won’t get them any other way. I can’t say for sure what the timer on purples is but I have gotten a purple on the same character two hours apart but they’re so rare who knows but it is at least two hours maybe even 30min like blues. Also you read people saying there’s no cool down on blues and purples because they got them back to back, that’s because they have the homemaker cp passive which gives a 10% chance to find a second plan when you loot one and that passive gives you two plans of the same quality. So if you get a purple you’ll get another purple in the same container, same with blues. Also this should be obvious but if you get a purple or blues recipe or motif it doesn’t effect furnishing plans so you can keep farming the same character.
