I’m an expert at old boat wood restoration from working on some real projects. I’m grateful that most good boat builders stopped using plywood or any kind of wood in their construction in the early to mid 1990s. Most went to all synthetic or composite materials for transom, stringers, flooring, seating etc. when replacing and restoring wood even if you are going to be covering with fiberglass and laminating epoxy resins, treat the old wood as well as the new wood with penetrating epoxy resin. It encapsulates the wood fibers and seals them so water doesn’t penetrate. That includes any new penetrations you make with hardware. Drill holes and remove and treat the holes with penetrating epoxy resin. Jamestown Distributor makes the best but I make my own penetrating epoxy resin by thinning quality laminating epoxy resin with no more than 10% by weight or volume an epoxy resin thinner such as Mek, or acetone, or other resin thinning solvent. Be careful of the fumes and mix the resin exactly as instructed. My 2 cents.
