The RASC Dark-Sky Protection Program aims to reduce light pollution, promote ecologically sound night-time lighting practices, improve wildlife’s nocturnal environment, and protect dark observing sites. It also provides guidelines for good exterior lighting plans, recommending only warm light sources. The program focuses on environmental awareness and sets basic principles of lighting for a dark environment.
During dark hours, 30% of outdoor lighting is wasted due to unshielded lights, contributing to skyglow and light trespass. DarkSky and the Illuminating Engineering Society jointly published the Five Principles for Responsible Outdoor Lighting to prevent and reduce light pollution through proper application of quality outdoor electric lighting.
Outdoor lighting ordinances or codes are essential for ensuring municipalities implement good, safe outdoor lighting. Dark Sky compliant lights are required for new projects with exterior lighting, and light sources should be warm, soft colors that accurately render true color. Carefully aimed, dimmer lights can help improve visibility and even see stars.
The program requires use permit approval for outdoor lighting installation at heights of seven feet or more, and all outdoor security lighting operation must be dark sky compliant and demonstrate effective glare control. All outdoor luminaires emitting 6,200 lumens or greater must comply with Backlight, Uplight, and Glare (“BUG”) requirements.
The DarkSky Approved program provides objective, third-party certification for luminaires that minimize glare, reduce light trespass, and don’t pollute. The latest revisions update definitions and outdoor lighting regulations by region, focusing on prevention of light trespass onto neighboring properties.

Can night lights be used outside?
The U. S. Consumer Product Safety Commission (CPSC) reports that nightlights can become extremely hot, causing them to melt and pose a fire risk if they come in contact with flammable materials. The CPSC receives approximately 10 annual reports of fires caused by nightlights igniting toilet paper, pillows, bedspreads, and other flammable objects. Nightlights should not be plugged in next to bed coverings, curtains, or other potentially flammable objects. InterNACHI inspectors can ensure nightlights are not covered with tape, cardboard, or other materials that might cause them to overheat.
Bubble nightlights, decorative lights containing a dangerous chemical called methylene chl oride, should be thrown away immediately if the vial breaks. Nightlights also pose a risk of electric shock when used outdoors or in locations that may become wet, such as near sinks, hot tubs, garages, or covered patios. They should never be plugged into an extension cord, surge-protector strip, multiple-outlet strip, or other movable receptacles.
Several nightlight models have been recalled due to electrical and fire hazards, including the Molenaar™ brand, Forever-Glo™, LED Rocketship PalPODzzz™ Portable Nightlights, and Energizer™ Light-on-Demand Wallplate Nightlights.
How do you know if a light is dark sky compliant?
The International Dark-Sky Association (IDA) Seal of Approval signifies that an outdoor lighting fixture is considered dark sky compliant. The IDA educates manufacturers, designers, local governments, and the public about minimizing light pollution. The dark-sky movement aims to increase the visibility of the night sky, reduce energy usage, and minimize unnatural light’s environmental impact. To ensure outdoor lighting is dark sky compliant, use LED bulbs instead of fluorescent or incandescent bulbs, as they are more environmentally friendly.
What are the recommended lighting levels for exterior lighting?
Outdoor lighting applications should use foot candles (fc) for sports fields, professional games, and building exteriors. The illumination capacity of a light fixture is determined by the bulb’s brightness, beam angle, and distance from the subject. Foot-candles measure light level relative to the distance from the light source, with one foot-candle able to light up one square foot of surface with one lumen (lm). Lumens measure the total light output from the source, and the foot-candle measurement changes as the subject moves away from the source.
Which light is suitable for exterior light?
Due to their energy efficiency and longevity, LED bulbs represent the optimal choice for outdoor lighting applications. Although the initial expense may be higher, the savings on energy bills and the reduced frequency of bulb replacements offset this cost. Consequently, LED bulbs represent the optimal selection for outdoor lighting applications, given their cost-effectiveness and long-lasting nature.
What is DarkSky compliant outdoor lighting?
The DarkSky Approved program offers third-party certification for lighting products, designs, and projects that minimize glare, reduce light trespass, and reduce light pollution. To be certified, products must restrict upward-directed light and avoid glare. This certification helps protect and restore the natural night environment by controlling light pollution. Quality outdoor lighting is essential for maintaining a safe and healthy environment. The DarkSky Approved program is a valuable tool for promoting sustainable lighting practices.
What is considered exterior lighting?
Outdoor lighting, including floodlights, spotlights, wall-mounted fixtures, post-mounted fixtures, and pathway lighting, uses various light sources like incandescent, fluorescent, LED, and solar-powered bulbs. It enhances property aesthetics and functionality, but it’s crucial to use it responsibly, considering neighboring properties’ impact and minimizing light pollution. Outdoor lighting serves various purposes, including:
Are LED lights OK for outside?
LED bulbs are suitable for both indoor and outdoor use, but they should be rated for outdoor use. Most bulbs have a UL (Underwriters Laboratory) rating, which indicates the conditions in which they can be used. Depending on the amount of exposure, it is recommended to use an LED bulb with a wet/damp rating or at least a damp rating. Most light bulbs, including incandescent, fluorescent, CFL, and LED, have an UL rating, which indicates the conditions in which the bulb can be used. However, outdoor lighting poses a significant issue of unsafe mingling of water and electricity. Different measures and constructions may be required depending on the location and fixture type.
What is the most efficient exterior lighting?
The efficiency of LED bulbs has increased by a factor of 10 in comparison to their predecessors. This improvement enables them to illuminate larger areas with a broader beam. Furthermore, a diverse range of LED bulbs is now available, including those designed for use in pathways and outdoor lanterns with electric candles.
Can you use indoor outdoor lights outside?
Indoor and outdoor lights provide artificial lighting to dark spaces, but they can’t be used interchangeably. Outdoor lights are designed to be water-resistant for wet spaces and impact-resistant for inclement weather. Indoor lights can be used outside, depending on the type of bulb. Light bulbs come with a UL rating, which indicates where they can be used. UL stands for Underwriters Laboratories, an independent organization that tests light fixtures to ensure safety and prevent electrical issues. UL listed bulbs can be used in dry, damp, and wet locations. Understanding UL ratings helps ensure the safety of your home lighting setup.
What is considered dark sky?
International Dark Sky Parks are designated for areas with regular night-sky brightness equal to or darker than 20 magnitudes per square arcsecond, with public access required. These sites provide suitable conditions for amateur astronomers to view the starry night sky, as light pollution from towns and cities can be a threat. A 2016 study by the Light Pollution Science and Technology Institute in Italy revealed that night-time light pollution affects nearly 80% of the world.
Do external lights need planning permission?
Lighting and minor domestic light fittings are not subject to planning controls. However, if installing external lighting for security or other purposes, ensure the intensity and direction do not disturb others. Avoid pointing beams directly at windows of other houses and adjust security lights with passive infra-red detectors or timing devices to minimize nuisance to neighbors and avoid being triggered by traffic or pedestrians. Negligence or nuisance can lead to legal action from neighbors.
📹 Illegal fireworks light up LA as many celebrate July 4th
Illegal fireworks lit up the sky all over LA as many celebrated the Fourth of July. Desmond Shaw reports.
He’s just a man trying to make the best of his situation. He isnt doing anything to anyone and he is respectful and helpful. He takes pride in his work and already has it hard, don’t make it harder because you don’t understand. I’ve been out in those streets, cold/rain/heat… It sucks. But you gotta see the positive and at the end of the day do what makes you happy
Of course if this guy actually tried to build something like this for real, it would go against all kinds of zoning rules and spurn all kinds of opposition. Something is seriously wrong when it’s easier to build something (without permission) on government property you don’t own, than to get permission to build something on your own property.
Clueless anchorman: ” …. and he’s never sought shelter, never seeked out any of the services available all around Southern California?” Sir, speaking the language and being aware of the services available are the first battle. Trying to get someone’s attention once you’ve contacted those “service’s” is almost impossible. More often than not they are ignored, dismissed, pushed off to another office, given lists of numbers to call, placed on hold for hours only to have your call disconnected, etc… Public social services are designed to make you give up and go away. He doesn’t speak English, doesn’t have transportation, can’t afford the bus, and most likely doesn’t have a phone. The man is penniless sleeping on the side of the freeway through heat waves, covid, freezing cold, no toilet, no refrigerator, and bitchy Anchorman is trying to blame the victim. Wow. Unless you are very vocal and very tenacious good luck obtaining help.
Now that the news has arrived, and broadcasted his business, the authorities will be right there, evicting him and everyone that is down that little alley. “Nobody has asked him to leave” Congratulations, they will now. Couldn’t just leave well enough alone. He was minding his kk own business, and keeping his place clean and tidy. 🙄😤😡🤦
When I was growing up in southern california there were a few homeless people in the town who were like landmarks just living as part of the town. They never asked anyone for money, never bothered anybody, and basically just had a particular corner somewhere in the town where they slept. I think this is how it used to be most places before things got so out of control in california
The local county govt will be like; “You need city utilities like running water, electricity, sewer and a title deed so you owe us back taxes for the land. Either pay or get evicted because a home cannot be within feet of a freeway blah blah blah!” So the reporters reaching out to the city has literally signed his eviction notice. They city will say they don’t want encourage this as other homeless folks might start grabbing land and building their own fortress which are unsafe for human inhabitants… as if being homeless under a bridge was any better. 🤦♂️
“He’s never seeked (sic) out any of the services “all over” Southern California?” Spoken in the condescending manner only a person who knows absolutely nothing about those services would dare use. Homeless services across California and the entire US are woefully inadequate and center around homeless people being a nuisance, not citizens in crisis. Billions of taxpayer dollars disappear into those “services” each year due to lack of oversight and anyone who has used those services know that actually receiving any assistance through them is near impossible which is what they’re designed to do.
The point is he keeps to himself, doesn’t bother anyone, helps keep things clean what more can you ask for ? If most homeless people were like this then we should leave them be. I’ll never comprehend how police or law enforcement can push some homeless out when they have no where to go. They push n push them out of places but again no where to go but maybe if they helped them with housing or dedicated a certain area/ spot for them to be things would be different. P.S. his little mansion is dope! May he be blessed n healthy n safe!
Hopefully some one in landscaping will see this and offer him a job ‼️ I’m just hoping that someone in law enforcement or has something to do with anything like that won’t make him take everything down and make him move somewhere else especially since people are saying that he’s helping not hindering anything ‼️‼️‼️
Multi-Level View Property, Freeway Close, Plumbing ( … umm … within walking distance), and Fully Fenced Yard. Looks like a good soul and kinda hope everyone leaves him be. However it can’t last. Could see one of those occasional tree-bending winds come up and blow everything on to the freeway, or some other hazard occurring. And while it is a bit artsy … just little bit tijuana as well.
The report said he’s a gardener, with landscaping expertise. Clearly, he’s a hard worker. I really pray that someone who owns a landscaping company in Arizona can look into offering him a job, so that’s he’s able to start gaining some consistent income. It’s nearly impossible to receive resources when you’re homeless, but I really pray that Jose is able to receive housing and the assistance that he deserves. As for the news reporter, I felt like the giggling came across as very insensitive and derogatory. And I felt like the coverage really felt like exploitation. Clearly, Jose is creative enough to make the best out of the resources that are available to him. Don’t shame or mock him for it. Edited to add: For some reason, I thought he lived in Arizona. But he doesn’t. He lives in California.
It’s beyond disgusting that this man has 𝙉𝙀𝙑𝙀𝙍 been offered any assistance of any kind or permanent housing. I wished EVERY person lived homeless for 1 month in their life, maybe more would change how they view and treat the homeless from that point on. As a US vet who has gone from having it all to losing everything and not knowing where sleeping that night or what was doing for food for days on end I totally get every aspect of this whereas most people are utterly ignorant.
I hate these “homeless people made a home” stories. Everyone needs a home. It is not newsworthy when someone builds themselves a home. “Services”?? What “services” are available to people without homes?? If there were real services, there wouldnt be hundreds of people living in encampments on the streets. Everybody knows the gov offers no true help to house everyone.
What resources? Like do you think any human being in their right mind which most of them are.. would like or love living/sleeping being outside, not many are available for people with low income & homeless. Where are the resources? Obviously not enough is given to the People. Create fundings, & hopefully the city council can find agencies to help move forward with a crisis that has been long over due for.
A compassionate government that’s for the people would recognize this man’s brilliance and hire him to landscape and keep up the area. They could even create a partnership with a local architectural college where the students could collaborate with the man to assist him in constructing a more stable sustainable and safe house. They would give him additional paint and materials to do his recycled art. He would become an attraction that people seek out to admire
No one told him to leave until this was aired with in 3 days they sent cops there to remove him and all the stuff…. Tax money being put to use I guess when they can fill up the potholes and put the homeless in homes….. Oh I get it if u find every homeless person shelter then California will stop getting money to stop the homeless problem and the suits won’t be able to line their pockets with unused money 🤔
This guy had to make his own home and NO ONE had ever offered him housing…and NOW people shine a light on their false charitable deeds using this mans struggles with poverty as a stepping stone for their own egos…people are so damn disgusting and self serving at the cost of anyone they can find to uses a a token piece to show off fake empathy while conspicuous consumption goes on right in front everyones eyes
The homeless man has more pride than the majority of people who live in homes and other places. A lot of people’s yards are messy and they don’t pick up after themselves. People throw trash out of the window as they are driving by. We have random people who park along side the sidewalk. When they are gone all that’s left is soda bottles, taco bags, candy wrappers, beer cans, used condoms, used up pads and so much more other disgusting trash. We live in the good side of town, there are three schools all in walking distance. And a shopping mall, there are restaurants located in either side. Going back to cleaning up, it’s either my husband or I who are left picking up other idiot people’s trash. Not many people have pride or want to make this world a better place. I feel that the littering has gotten worse with each passing year in our location. I don’t want to blame the three apartments that are located all around us. I’ve seen many grown men, women and teenagers who have common sense and don’t litter. Let’s just put it plain and simple when a person is told at a young age to clean up after oneself, it becomes automatic. You make your bed, wash dishes, put your dirty clothes in the basket near the washer. You put your dirty dishes near the sink and if you want it’s ok to wash them then put them away. It’s elementary in other words plain and simple.
Everyone saying how beautiful all these ppl with family n homes why dont yall go stay there a while let him stay in youre house n yous stay at his mansion this sad tbh but thats his way of living with what you got n after seeing stuff like this makes me greatful for what i have i try n help homeless as much as i can when i can L&R
It’s the prettiest display of civil disobedience. Even under threat of fines, jail time, and shaming from Karen’s. People like to live free. You want to live under the thumb of the overlords and keep your social credit points? Be happy there are people with a bit of fighter in them and their pets too. There’s animals serving our military in war zones. People have gone soft.
I went went to UCLA USC. UCSB in the 90’s. I loved SoCal and I was really sad and missed it a lot. It is really sad what has happens there. I have drone back once or twice every decade. But I just went back and we drove from San Diego to Big Bear with no plans and just stopped wherever we wanted and just attempted to see and do it all. It’s not the place I remember Cali was always really chill, a good time, laid back no stress. Now everyone seems angry confrontational bitter and most of all I noticed miserable.
This is normal to me. Why is this such a shock that people shoot fireworks on the 4th? It used to be illegal where I live also, but no way to stop it so it is now legal. On the other hand I can see why it should be illegal in California due to it being drier than my location and the risk of fire is much higher in Cali. I love to see the Karens out full force making this the shocking crime of the century.
For those of you who think there are no consequences to illegal fireworks, let me tell you a true story that happened a while back here in San Bernardino. A father and his little sons were playing with fireworks, lighting them and throwing them in a pond, one firework missed the pond and caught the hill behind it on fire which grew into a huge brush fire threatening homes. My husband and I were perusal the huge air tanker plane fly over our house to drop water, it then crashed into the mountain killing all on board. And the father who started the blaze was convicted of homicide in those deaths and got life in prison. True story.
Virgin Governor Nitwit: NOOOOOOO, YOU CAN’T JUST GO OUT AND CELEBRATE 4TH OF JULY, YOU’RE BEING A MENACE TO SOCIETY! Chad Patriots: O’ say, can you see By the dawn’s eaely light What so proudly we hailed At the twilight’s last gleaming? Whose broad stripes and bright stars Through the perilous fight O’er the ramparts we watched, Were so gallantly, yeah streaming? And the rocket’s red glare The bombs bursting in air Gave proof through the night That our flag was still there Oh say, does that star-spangled banner yet wave O’er the land of the free and at the home of the brave
Lol….sooo it’s illegal to show your love and patriotism to your country, in LA? Lol Makes perfect sense…..what has America come to. You can’t have family over and watch fireworks, from the safety and comfort of your home. Lol Is this still America or is this China or Russia. What is going on….let these people love their country and celebrate. Smdh
I live about 2.5 hrs North of LA, my towns main st is about a mile, this is exactly how it looked last night & weeks before the 4th. We supposedly had a task force that was refusing to take addresses of people being so dangerous with them & they just offered a to fill out a report. They’re drone was flying over at my street that was quiet vs my Moms street where kids were shooting those huge ones on the ground next to us. Like yea good task force bullshit, just wasted tax dollars.
I honestly dont know whats the big fuss about this. Its like the government dont have much to do except to worry about some minor fireworks. These kind of fireworks display is very common for other countries and this is supposed to be the norm to celebrate. Perhaps the US is not the “freedom” country many people believe it to be.
ia funny all this people Quoting this is not a big problem. but after their propperty catches on fire see them crying on tv that they have no place to go amd lost everything due to the fire. yet knowing we got a water issue expect fire department waste water on their house when all could have been avoided by not using “Illegal fireworks the least of our problems right?”
Do other cities do 4th of July like Los Angeles? I’m born and raised here. It’s always been like this. Hell, even the night before it was crazy around my block. We basically have 4th of July Eve here in LA. Some light, fun stuff on the 3rd and the break out the real fire hazard shiznit at 7pm on the 4th. 😅💥 💣 I don’t light fireworks myself anymore. I just sit back and watch all the craziness. Hope everyone had a fun, safe night!! 😎🫶🇺🇸
I live around here I was wondering if I was going to be able to see Ariel footage I just went home after work and I knew I would see it in my neighborhood but I’m not big on fireworks I had a tragedy happen when I was 9 involving fireworks sometimes I’ll go sometimes I’ll watch them from home also I live in the hood so I didn’t want anything bad to pop off cuz they hide things behind fireworks
